ADRA Indonesia is seeking services of an experienced consultant to carry out the final project evaluation.

Title: Consultant for Final Project Evaluation
Duty Station: Teminabuan, Sorong Selatan, Papua Barat (SHIVAP Project)
Duration: March 01, 2012 up to March 30, 2012

BRIEF BACKGROUND
ADRA Indonesia has been operating in Sorong Selatan District, West Papua, since 2009 to increase awareness on HIV/AIDS through a 3-year project called SHIVAP (Sorong Selatan HIV and AIDS Prevention Program). The outcomes of the project are “To increase awareness of HIV and AIDS, STI, Sexual and Reproductive health, and Family Planning among the health workers and traditional healers of Sorong Selatan Regency and To increase the number of people accessing the VCT centres services”. The evaluation will be focusing on the second and the third years of the project.

OBJECTIVES
• To visit project sites and to make interview project beneficiaries, project staff and others project stakeholders involved in project to assess achievements of project.
• To evaluate the relevance, efficiency and effectiveness of the project to increase community awareness on HIV/AIDS.
• To provide a comprehensive and summary report of field findings with lessons learned, best practices, outstanding gaps, and recommendation to enhance the quality of the next project.

QUALIFICATIONS REQUIRED
• A master’s degree in Social Sciences or having minimum of 5 years working as a consultant for project evaluation.
• Experienced in HIV/AIDS or health promotion project evaluation with participatory learning approach.
• Experienced in assessing qualitative impacts and processes relating to building awareness or behavioral change.
• Well-experienced with program monitoring and evaluation and preferably having a previous experience working in Papua.

Deadline to submit the expression of interest is February 23, 2012. Short listed consultants/NGOs/Firms will be requested to submit/present a detailed evaluation work plan with description of evaluation methodology. It will be approved by ADRA Indonesia, and will act as the agreement between parties as to how the evaluation will be conducted.
